Police Must Give Reasons When Summoning People: Supreme Court Case Impact

Consequent to Supreme Court Fundamental Rights application 266/2023 where Vidura Ralapanwe challenged the CID summoning him for a facebook post which he wrote on the Ceylon Electricity Board, the acting IGP has issued a circular directing that when police notice suspects or witnesses to come to the police they must give adequate information to them. The IGP has drawn the attention of the police to the relevant provisions of the criminal procedure code where the police can act only where an offence has been revealed.
