“Digital Rights: A Guide for Safe and Informed Digital Participation” is a trilingual publication by Media Law Forum Sri Lanka, available in English, Sinhala, and Tamil, developed to promote digital rights awareness, online safety, and responsible digital engagement across Sri Lanka’s diverse communities.
“This booklet is for the general public. It gives simple, practical advice to help people stay safe and confident online every day.” It addresses key challenges such as online harassment, privacy violations, misinformation, and digital exclusion, with particular attention to the experiences of marginalized and underrepresented communities , including Malaiyaha Tamils, Muslims, indigenous communities, women, LGBTQI+ individuals, and persons with disabilities.
Core themes covered include digital rights as human rights, freedom of expression online, personal data protection, fact-checking and countering misinformation, online safety and security, and responsible social media use.
Digital rights in Sri Lanka exist within a broader legal and political environment that is complex, and at times contradictory. Media Law Forum engages with those complexities through our research, advocacy, and policy work. This booklet serves a different but equally important purpose: to put useful, accessible knowledge directly in the hands of people who need it. Communities facing heightened digital risks should not have to wait for perfect laws or perfect systems before they can access information that helps them today.
